Question regarding Ten31/PSD2

Is it possible for a bank operating in Europe to block a SEPA-instant payment to Ten31 (if they simply disapprove of the transaction) under the new Payment and Services Directive II legislation (PSD2)? HSBC has been in the news for blocking customers’ access to crypto services, and I wonder if similar moves in Europe would be considered illegal under the new directive? If HSBC (and other banks) cannot block these transactions for reasons other than compliance, it seems this is important information for the crypto space as a whole to know, and of course they will learn about Nimiq/OASIS in the process.
